App Permissions - why Full Network Access?

I followed the XDK tutorial and build the Hello World beep application.  The app is pretty simple and self contained from what I can tell.  Does anyone one know why when built, it required the android permission "Full network access"?  Is there a way to modify the app so it no longer requires this permission?
